Definitive safeguard measures Reg. EU 2019/159

Through the EU Regulation 2019/159 dated 31/01/2019, the European Commission has launched the definitive safeguard measures on imported steel, concerning 28 categories of products on which a duty of 25% will be applied once the relevant quota has been exceeded.

 

The Commission considered that the measures should be in force for a period of three years (including the period of imposition of provisional measures), expiring on 30 June 2021. A tariff quota will be opened for the period from 2 February 2019 to 30 June 2019, thereafter, for the period from 1st July 2019 to 30 June 2020 and, thereafter, for the period from 1st July 2020 to 30 June 2021.

 

The 28 products categories have been included in 3 families:

-Flat products: categories from 1 to 11

-Long products: categories from 12 to 19 and 27, 28

-Tubes: categories from 20 to 26

 

The new and definitive regulation essentially reflects the previous one (EU REG. 2018/1013 of 17/07/2018), except for some variations.

In particular:

-For each product category, the Commission identified some supplier countries with a particularly consolidated historical flow, and for each of them a specific tariff quota has been allocated.

-Once the quota of a specific country is exhausted, in the last quarter of the period it is possible to draw from the quota allocated to the “Other countries” if there is any residue.

-The quota allocated to the “Other countries” is divided into quarters of competence. Any residue is added to the next quarter with the exception for the last quarter.

-The surveillance is suspended on safeguard products
